Any hydrogen can be replaced by chlorine and the result is the same molecule. Just like the hydrogens of methane, the hydrogens of ethane are all equivalent. Replacing any of the hydrogens of ethane with chlorine results in the same structure. Since the hydrogens of ethane are all equivalent there is only one monochloroethane.
